People from all over the world can win the American Green Card by registering to the DV Lottery program done by the US State Department every year.
The chances are very high. People can register directly on the US site or use a professional company's services. An organization that renders such services and makes sure the application is submitted correctly is USAGC Organization.

Hi, Dale. Assuming there is no change to the rules in the next diversity lottery opportunity: If you are a winner you will be notified by postal mail 5-7 months after submitting your online application. If you do not win you will not receive any notice. If you win, you must apply for the Green Card as quickly as possible. Once you successfully complete the process you will receive the green card by the end of September following the year of the selection as winner. So applicants in 2009 will be notified in 2010, but will lose the opportunity if they don't complete the process by September 30, 2011.
